At issue is whether reporters and taxpayers can view how legislative
staffers use cellular phones and whether detailed bills are covered by a
portion of the Open Records Act requiring the Legislature to show how
it spends tax dollars. Cities, counties, schools and state government --
including the governor -- are required to release cellular phone logs.d
